In case, it helps you to answer my question. Copying the DLLs and manifest files from the C:\Program Files\Microsoft Visual Studio 8\VC\redist\x86\ folder of the development machine fixed it. I was expecting that installing 'Microsoft Visual C++ 2005 SP1 Redistributable' (vcredist_x86.exe) as described in the second approach would fix it. This time I could run C:\foo\foo.exe without any issues.
